The Foundation was first established in the Netherlands in 1999, and operated under Dutch Law (971883st; Chamber of Commerce Groningen nr. 02068294).

In 2007 the Board started a process to transfer the formal seat of Sea Alarm from the Netherlands to Belgium where its secretariat was already based.

In Belgium, Sea Alarm Foundation was founded by Royal Decree (17/12/2007) and is registered (21/01/2008) as a Public Foundation (Stichting van Openbaar Nut) under no. 0894.810.152. Sea Alarm is governed by a Board. Day to day management has been delegated to the General Manager.
